Public Offer Agreement

1. General Provisions

This Public Offer Agreement (hereinafter referred to as the Offer) defines the procedure for providing information services for the sale of digital activation keys for eSIM through the Simato website (simato.ru), as well as the rights and obligations of the parties.

The Offer is addressed to an unlimited number of individuals and legal entities wishing to purchase a digital key for access to mobile internet abroad. Use of the service without agreement to the terms of the Offer is not permitted.

2. Service Description

Simato (website simato.ru), operator — LLP "Shadowsurf", BIN 260840026560 — is a digital solutions service that provides information services for the sale of digital activation keys (QR codes) for access to mobile internet through partner operator networks in more than 190 countries worldwide.

• Instant delivery of the QR code to email after payment
• Technical support for activation issues
• Personal account for managing orders

3. Registration and Account

To use some features of our service, you need to create an account:

• You must provide accurate and up-to-date information during registration
• You are responsible for the security of your account
• You must immediately notify us of any unauthorized use of your account
• We reserve the right to suspend or delete accounts that violate these terms

4. Purchase and Use of Digital Keys

When purchasing a digital activation key through our service:

• Prices are indicated in US dollars (USD) or rubles (RUB) depending on the chosen payment method
• The digital key (QR code) is delivered after successful payment
• The QR code for activation is sent to the specified email address within 1-2 minutes
• The validity period begins from the moment of the first activation of the profile on the device
• Unused data does not carry over to the next period
• Your device must support eSIM technology
• Communication services are provided by partner operators, not by our company

5. Payments and Refunds

We accept payments through the following payment systems:

• SBP (Fast Payment System) — payment in Russian rubles via QR code
• PayMaster — Visa, Mastercard, MIR bank cards in Russian rubles
• Robokassa.kz — bank cards and other payment methods in tenge (KZT) for clients from Kazakhstan
• Stripe — international bank cards
• Cryptomus — cryptocurrencies

6. Usage Restrictions

When using our service, it is prohibited to:

• Violate laws and the rights of third parties
• Use the service for illegal activities
• Attempt to gain unauthorized access to systems
• Distribute malicious software
• Engage in mass spam mailing
• Resell eSIM without our written permission
• Purchase eSIM for use in the territory of the Russian Federation — such tariffs are excluded from the assortment and are technically blocked

8. Limitation of Liability

The website simato.ru is not responsible for:

• Communication issues caused by partner mobile operators
• Incompatibility of your device with eSIM technology
• Coverage limitations in certain regions
• Quality and speed of internet connection (depends on the operator)
• Direct or indirect losses related to the use of the service
• Service interruption due to technical work or force majeure

We provide only information services for the sale of digital access keys. Telecommunications services are provided directly by partner communication operators.

9. Intellectual Property

All materials on the Simato website (simato.ru), including design, logos, text, and software, are the property of the website administration and are protected by copyright laws. Unauthorized use is prohibited.

10. Changes to the Terms

The Seller has the right to change the terms of this Offer unilaterally. The new version comes into effect from the moment of publication on the website simato.ru. Continuing to use the service or making a payment after the publication of changes means acceptance of the new version of the Offer.

11. Applicable Law

These Terms are governed by the legislation of the Republic of Kazakhstan. Any disputes shall be resolved in accordance with the legislation of the Republic of Kazakhstan.
